How do you get information about a lien on a vehicle? If you have a car and you’re not sure if it has a lien on it or not, you can usually try to apply for a title with the DMV. If there’s a lien on it, they’ll tell you. And then they’ll reject your application. 

So you’ll know there’s a lien on it. They’re not supposed to tell you who the lien holder is, but in many cases, they’ll tell you at least the name of the lender. They probably won’t tell you the name of the owner, but they’ll tell you the name of the lender. Once you have that, you could use that information to request a lien release from that lender.
